When? seems to portend the events of December 7, 1941, when the Japanese bombed Pearl Harbor, Hawaii. Prior to the attack, Americans were wondering what it might take for the U.S. to enter the European war. Now the same question hangs in the American consciousness. With the daily bombardment of Ukraine by the Russian military, the threat of another world war keeps western nations from fully employing the military aid needed. Russia, China, and North Korea are untethered allies and each sit on the atomic power to destroy those who antagonize them.
